Gatecrash Spoiler: Whispering Madness

Well since it's the last official day of the holiday spoilers, wizards has seen fit to grant us the final mechanic, the Dimir mechanic this time around and wow it is a very impressive one, let's take a look see at this one.

Holy crap, a 4 mana Windfall at sorcery speed, it costs 2, Blue, Black and basically is Windfall on a new spell, but it has the mechanic known as Cipher, where it says "Then you may exile this spell card, encoded on a creature you control. Whenever that creature deals combat damage to a player, it's controller may cast a copy of the encoded card without paying it's mana cost." Say what, repeatable Windfall's wizards, this is ridiculous, I'm expecting this to be broken somehow, in terms of mechanics, if i had it my way, I'd go Dimir cause that's how i roll.
